If I use Klefki's "Joust" attack against a Pokemon with Handheld Fan attached, does the Handheld Fan get discarded before it can move an Energy from the Attacking Pokemon or not?

Since the Handheld Fan gets discarded before damage is done, it cannot move an Energy from the Attacking Pokemon to one of the opponent's Benched Pokemon.

If I have no bench, what happens when I use Lanturn's "Reflect Energy" attack?

Since there is no bench, you can't move the energy, but the damage is still done.
