If I have Archeops with the "Ancient Wing" Ability in play and my opponent has an Evolution Pokemon directly in play with no lower stages underneath it, can I devolve it and if so, what happens?

No, if an Evolution Pokemon that has been put directly into play cannot devolve since there is no Pokemon to devolve it into.
