If I use Ducklett's "Firefighting" attack, can I discard a Prism Energy from my opponent's Active Pokemon?

Yes, assuming that Prism Energy is attached to a Basic Pokemon. But Prism Energy does not count as R Energy when attached to non-Basic Pokemon.
