What happens if Inteleon uses its "Bring Down" attack, but the lowest HP Pokemon is protected by some effect like Mist Energy?

The Pokemon with Mist Energy attached would still be chosen with Bring Down, but it will not get Knocked Out because the protection of Mist Energy prevents all effects (including automatic KO) except damage done to that Pokemon.

If my opponent uses Inteleon's "Bring Down" attack on the 'wrong' Pokemon, can they take it back or do they have to use "Bring Down" no matter what – even if it means Knocking Out their own Pokemon?

Your opponent must use the Bring Down attack once announced. If they called an invalid target, they must choose a valid one, even if that is one of their own Pokemon.
